RULES AND REGULATION FOR IMPORT OF PLANTS TO BELARUS
The import of plants or regulated products to Belarus is permitted only with appropriate veterinary and medical certificates.
All plants are subject to quarantine phytosanitary control in places of arrival and subject to inspection in places of customs clearance completion, quarantine expertise is carried out, if necessary.
The import to Belarus of plants in postal items, as well as hand luggage without phytosanitary certificate is allowed provided that these products are not the planting or seed material or potato.
The import of food potato in postal items and hand luggage without phytosanitary certificate of the exporting country is prohibited.
Fruit and berries, planting material of any plants, potted plants, cut flowers and other seed material, imported into the Republic of Belarus shall also be accompanied by a phytosanitary certificate of the exporting country.
These plants should also be free from the quarantine objects (i.e. they have to be uninfected).
In turn, the import of planting material, as well as potted plants in postal items and hand luggage is allowed accompanied by a phytosanitary certificate. This rule does not apply only to the rose family (rose, hawthorn, spirea, cotoneaster, pyracantha, stranveziya, cherry, loquat, prinsep), the import of which is prohibited.
If quarantine pathogens are found in the cut of natural flowers of a batch of several varieties, the infected varieties shall be returned or utilized.
The import to the territory of Belarus of grain and non-grain raw material is permitted only to the address of organizations included in the special list approved by the Ministry of Agriculture and Food of the Republic of Belarus.
Finally, regulated products of low phytosanitary risk (such as coffee, tea, or dried mushrooms) are imported to Belarus without phytosanitary certificate of the exporting country. Such products are subject to quarantine phytosanitary control in places of arrival and subject to inspection in places of customs clearance completion.
